Keeping the Village Debt-Free
The Village begins the budgeting process in July with its Five-Year Capital Projects Budget Plan. Departments and staff evaluate their current equipment and facilities to determine capital needs during the next five years. The Village capital funding policy is to finance projects internally, setting aside money for large capital purchases and maintenance holding to its practice of keeping the community debt-free.
Drafting the Budget
In August, Village staff begins preparation of the first draft of the operating budget. This document is prepared and reviewed by department heads and the administrator, and presented to the Committee of the Whole in late September.
It has been the practice of the Committee of the Whole to meet for budget workshops in late September or early October to review the draft budget. These meetings are open to the public and usually are from 6 p.m. to 8 p.m. Meeting dates are posted on the Village calendar. Published agendas and minutes are also available online.
During these meetings changes are recommended and incorporated into a final document which is then sent to the Village Board for approval. A public hearing is held before the Village Board approves the completed budget. This hearing is usually held at the November Committee of the Whole meeting.
